The Legislative powers of the city shall be vested in a city council.
The city council shall be composed of not less than 11 members, of whom one shall be elected from each ward by and from the qualified voters of that ward, and the remaining members shall be elected at large by and from the qualified voters of the city.
One of its members shall be elected annually by the council as its president.
At each regular city election thereafter, their respective successors shall be elected to serve for 2 years.
