Monday evening, September 20, 2010. Regular Meeting of the City Council held in the Council Chambers, City Hall.~ Meeting called to order by Council President Neil Janssens at 7:30 o’clock p.m., who read aloud the following:
Any person may make a video or audio recording of the open session of this meeting so long as it does not interfere with the conduct of the meeting.~ All documents and exhibits used or referenced at this meeting shall be submitted in duplicate to the City Clerk, as they become part of the minutes of the meeting. Is there anyone present who will be recording this meeting?
Jean Paul Salamanca, Staff Reporter for The Gardner News, identified himself and announced he planned to audio record the meeting. President Janssens informed the Council, where no objections were raised as to the manner and/or location of recording.

On a motion by Councillor Joshua Cormier, seconded by Councillor Alice Anderson, it was voted on voice vote, eleven (11) yeas, Councillors Alice Anderson, Henry Ares, David Boudreau, Joshua Cormier, Ronald Cormier, Patrick Gerry, Edward Gravel, Scott Graves, James Minns, James Robinson, Jr. and President Neil Janssens, to accept the Minutes of the Regular Meeting of September 7, 2010, as written.

Leading to a motion, Councillor Ronald Cormier reported the Finance Committee met with School Superintendent Dr. Carol Daring about the Massachusetts School Building Authority the Green Repair Program Statements of Interest for the High School and Elm School roof replacement projects, and recommends authorizing the Superintendent to seek available grant funds.
On a motion by Councillor Ronald Cormier, seconded by Councillor Alice Anderson, on recommendation of the Finance Committee, it was voted on voice vote, eleven (11) yeas, Councillors Alice Anderson, Henry Ares, David Boudreau, Joshua Cormier, Ronald Cormier, Patrick Gerry, Edward Gravel, Scott Graves, James Minns, James Robinson, Jr. and President Neil Janssens to adopt the following:
VOTED: To authorize the Superintendent to submit to the Massachusetts School Building Authority the Green Repair Program Statement of Interest to be dated September 22, 2010 for the Gardner High School as priority one, located at 200 Catherine Street, Gardner, MA 01440 which describes and explains the following deficiencies and the priority category(s) for which Gardner Public Schools may be invited to apply to the Massachusetts School Building Authority in the future:

Priority # 5. Replacement, renovation or modernization of school facility systems, such as roofs, windows, boilers, heating and ventilation systems, to increase energy conservation and decrease energy related costs in a school facility.
Description of Deficiencies:
Gardner High School was built in 1976 and still has its original roof; there are several areas throughout the surface of the roof that are “spongy” and/or have begun leaking into the building. Spot repairs have occurred and continue to occur to stop such leaks; however, a roof replacement is necessary to eliminate further leaking and structural damage.
The Gardner City Council hereby further specifically acknowledges that by submitting this statement of interest, the Massachusetts School Building Authority in no way guarantees the acceptance or the approval of an application, the awarding of a grant, or any other funding commitment from the Massachusetts School Building Authority or commits the Gardner Public Schools to filing an application for funding with the Massachusetts School Building Authority.

Elm Street School has had work done on its roof within the last fifteen years, however, there are areas that are leaking and in need of repair; the roof has been maintained and spot repaired and continues to be maintained and repaired as needed; a more extensive repair/replacement is necessary to eliminate future leaking and structural damage.

Leading to a motion, Councillor Patrick Gerry, Chairman of the Public Welfare Committee, reported the Welfare Committee recently held a meeting to review the request to authorize the City to enter into contracts not to exceed ten (10) years for Forestry Management Services of publicly-owned land, and voted to recommend its passage.
Councillor Joshua Cormier added the proposed Forestry Management Plan would include evaluation and removal of diseased trees along the City’s watershed areas.
On a motion by Councillor Patrick Gerry, seconded by Councillor Edward Gravel, it was voted on voice vote, eleven (11) yeas, Councillors Alice Anderson, Henry Ares, David Boudreau, Joshua Cormier, Ronald Cormier, Patrick Gerry, Edward Gravel, Scott Graves, James Minns, James Robinson, Jr. and President Neil Janssens to authorize the City to enter into contracts not to exceed ten (10) years for Forestry Management Services of publicly-owned land, pursuant to the provisions of Massachusetts General Law, Chapter 30B, section 12 and under the terms outlined in the Purchasing Agent’s dated August 19, 2010.

No objection was raised on a request by Councillor Joshua Cormier, Chairman of the Public Safety Committee, for more time to report on Calendar Item #8452, acceptance of the provisions of 780 CMR Appendix 120.AA of the Massachusetts State Stretch Energy Code.

Councillor Patrick Gerry reminded the Councillors of the 225th Anniversary parade on Sunday, September 26th, as well as other weekend activities. Councillor David Boudreau reiterated his comments.
