CONSERVATION COMMISSION MEETING

Announcement - Any person may make a video or audio recording of an open session of a meeting, or may transmit the meeting through any medium, subject to reasonable requirements of the Chair as to the number, placement and operation of equipment used so as not to interfere with the conduct of the meeting.~ Any person intending to make such recording shall notify the Chair forthwith. All Documents referenced or used during the meeting must be submitted in duplicate to the Conservation Agent for the Conservation Commission. All documents shall become part of the official record of the meeting.

Acceptance of Minutes of the Meeting of January 24, 2011.

Request for Certificate of Compliance
64 Saunders Street sewer and water, MassDEP filing #160-291 issued on 8/14/01. The City Engineer has indicated that the work has been completed.
Request for Emergency Certification
The Commission will ratify the Emergency Certification for the removal of an unoccupied building that is behind the Standard Chair building and accessed from both Summer Street and South Main Street (S-15-53-25). The building is collapsing into Greenwood Brook. Dan Monette is the applicant.
Request for Extension Permit for Orders of Conditions
Kendall Pond aquatic vegetation and algae management, Gerald Smith of Aquatic Control Technology, Inc. is requesting an automatic two-year extension under the Permit Extension Act. The current Extension expires on 4/13/11. The Commission requires proof that the Order and previous Extensions have been recorded.
Enforcement Order
The Commission will ratify the Enforcement Order that was issued for the project on West Street near Suomi Road. The Enforcement Order has since been rescinded.
Old Business
Commission members will discuss their individual site visits to Lot 16, Wilder Brook Estates. Lot 16 is shown to be within the Riverfront Area on the Site Plan, Lots 14, 15, 16, 17, 18 from Coler & Colantonio.
Concerning Dunn Pond Dam Repairs, Allen Orsi of PARE Corporation reported that the punch list inspection date in his letter was incorrect and at the final site visit on 5/5/10, all work was determined to be substantially complete. The Commission will conduct a site visit for a final inspection when weather (snow) conditions allow prior to issuing a Certificate of Compliance.
New Business
Charles Manca requests that the Commission issue a letter to the City Assessor pertaining to his property at the intersection of West Broadway and Airport Road (J-18-63-2) that indicates how much of the property is composed of wetlands and buffer zone.
Review of FY 2012 Conservation Commission budget.
The Agent requests that the Commission approve the expenditure of $25.00 for application to the MACC Advanced Certificate Program.
The Commission acknowledges that the City has conveyed vacant land on the southerly side of Route 2 off Cranston Street (3.497 acres) to Greater Gardner Industrial Foundation.
