Meetings:
First & Third Mondays of January, February, March, April, May, June, September, October, November and December and the first Mondays of July and August. Meetings shall be called at 7:30 PM in the Council Chambers of City Hall. Whenever a meeting falls on a legal holiday, the meeting shall be held on the following night at the same time and place.

The Legislative powers of the city shall be vested in a city council. The city council shall be composed of not less than eleven members, of whom one shall be elected from each ward by and from the qualified voters of that ward, and the remaining members shall be elected at large by and from the qualified voters of the city. One of its members shall be elected annually by the council as its president. At each regular city election thereafter, their respective successors shall be elected to serve for two years.
